Alh. Aliyu Abubakar (Bala Miller) facilitated the ceding of a piece of land at Hill-Top Model School to Hill-Top Creative Arts Foundation (HCAF) by the Niger State Ministry of Education when he was the Permanent Secretary to enable HCAF build her national headquarters and a residency. He has made huge contributions towards the construction of a fence around the national headquarters in Minna and in the building of the HCAF Mosque. He drilled a borehole there as well. Mal. Bala had developed a personal interest in seeing to the growth of the HCAF art arena that he pays regular visits to the new headquarters whether we are around or not. He has attended the last two editions of HIASFEST.
